It also fixes a few download mod_jk.so for apache 2.2.22 windows bugs including ones related to the previously fixed security issue. The complete changelog can be found here. I am assuming you are you talking about this bug. Maybe they managed to fix it or maybe they are doing something different while compiling Apache. Will have to ask them if the issue remains in Apache 2.
